On November 1, 2024, the Norwegian government announced a new arrival notification regulation aimed at strengthening control over foreign vessels entering and navigating Norwegian territorial waters. This updated framework is designed to enhance the situational awareness of Norwegian authorities and improve their ability to monitor vessels that may pose a potential threat to maritime security.

Key Details of the New Regulation

This update is part of a broader government initiative to bolster maritime security and preparedness. It replaces the current framework established in 2018, reflecting changes in the security landscape and advancements in technology.

  • Expanded Reporting Requirements:

    • The minimum vessel length for mandatory reporting is reduced from 24 meters to 15 meters.
    • Unmanned and autonomous vessels are explicitly included in the reporting obligations, reflecting their increased prevalence.
  • Reintroduction of Sanctions:

    • Penalties for non-compliance, which were removed in 2018, are being reinstated to ensure adherence to the regulations.
  • Additional Enforcement Measures:

    • The Defense Ministry is empowered to inspect foreign vessels and deny entry to those that fail to comply with the regulations.
  • Reporting Procedure:

    • Arrival notifications must primarily be submitted through the SafeSeaNet Norway portal, managed by the Norwegian Coastal Administration. Alternatively, notifications can be sent directly to the Norwegian Armed Forces’ operational headquarters.

Broader Security and Preparedness Goals

These regulatory changes are part of a broader government effort to bolster maritime security and preparedness. The Norwegian Ministry of Defense underscores the importance of these measures, citing a dynamic security environment and the increasing use of unmanned technologies as key drivers for the updated rules.

Reporting Procedures and Compliance

Foreign vessels must submit arrival notifications through the SafeSeaNet Norway (SSN) portal, the national platform developed by the Norwegian Coastal Administration. Alternatively, notifications may be sent directly to the Armed Forces’ operational headquarters.
